How to achieve digital sovereignty in trust services

Learn why digital sovereignty is now a requirement when choosing providers, not just a policy topic. Understand the risks of relying on third-country providers for digital trust and what to look for in a sovereign trust service provider.

Every signed contract, sealed document, and verified identity depends on reliable systems. Who controls these systems, where they store their cryptographic keys, and which laws apply are more than technical details. Relying on trust service providers outside Europe can put the trust, credibility, and legitimacy of online transactions at risk.

Digital sovereignty: from policy goal to practical requirement

In 2026, digital sovereignty moved from policy into practice. On 3 June, the European Commission presented its Technological Sovereignty Package. It also awarded a €180 million contract for sovereign cloud services, assessing providers on criteria including legal independence and supply chains. The Cyber Resilience Act’s reporting obligations have applied since 11 September 2026.

Digital sovereignty goes beyond server location. It means understanding who can access and control your data, and which laws can affect it. This also applies to the certificates, signatures, and seals your business relies on.
