How Swiss municipalities are digitizing their administration seamlessly

Prepare for DigiLex now: The new Swisscom white paper explains what the new legislation means and why it is relevant beyond just the Canton of Zurich

With DigiLex and the Verordnung über elektronische Verfahrenshandlungen im Verwaltungsverfahren (VeVV) [Ordinance on Electronic Procedural Acts in Administrative Proceedings], the Canton of Zurich is significantly ramping up the pressure for municipalities to undergo digital transformation: By 2027 at the latest, a legally compliant digital delivery channel will effectively become a basic requirement.

We need end-to-end digital processes with secure identification, legally valid electronic signatures, sealed delivery and pickup receipts, traceable delivery, and audit-proof archiving.

Zurich is taking a pioneering role in this regard. At the same time, national initiatives such as AGOV and the upcoming Swiss e-ID will accelerate development even beyond cantonal borders. Municipalities are therefore well advised to rely early on flexible, established platforms that account for federal requirements and can digitally map administrative processes end-to-end.
