Is mobile reception of the SMS with the terms of use of Signing Service also guaranteed worldwide?

The use of Swisscom Signing Service is for residents in the EU/EEA and Switzerland. If people own a functioning mobile phone number from these areas, the SMS reception of the terms of use should work. However, the reception of this particular SMS in the rest of the world is not guaranteed because only some mobile network operators support the reception of SMS or have yet to conclude adequate roaming contracts with Swisscom. In addition, various countries may prevent Swisscom from receiving SMS on mobile numbers outside of the EU/EEA or Switzerland; therefore, it does not work. As part of a project, you can commission Swisscom to ensure reception in these countries via particular providers.
