Is a dual electronic certificate valid for Swiss and EU/EEA jurisdiction?

There is none. The electronic certificates differ between the Swiss and EU/ EEA jurisdictions for legal and compliance reasons. Certificates issued in Switzerland must comply with the Swiss Signature Act ZertES, and certificates issued in the EU/EEA must fulfill the requirements of EU regulation eIDAS.
