New QC statement in certificates

The new TAV required a change in the certificate profile for qualified certificates (diamond) according to ZertES. The change requires an additional QC statement which defines the legal area of the certificate. A statement with the value "CH" was added. This is a minor change which does not affect the integration and use of the certificates.
